Foreign Affairs Office of Guizhou Province
(Office of Affairs Concerning Nationals Living Abroad)

         Provincial Foreign Affairs Office (Office of Affairs Concerning Nationals Living Abroad) is the functional organ of the Provincial People¡¯s Government in charge of foreign affairs and affairs concerning the overseas Chinese, and also the administrative body of foreign affairs leading group of the Provincial Party Committee. Its major duties are as follows.

         1. Carry out national foreign policies., the policies of overseas Chinese affairs, laws and regulations concerning foreign affairs and the instructions and decisions of the Provincial Party Committee and the Provincial Government on foreign affairs and overseas Chinese Affairs.

         2. Be good adviser and assistant of the Provincial Party Committee and the Provincial government in the foreign affairs and the overseas Chinese affairs; raise proposals for regulations, systems and working program about the provincial foreign and overseas Chinese affairs; formulate the mid-term and long-term programs and annual plan for the provincial foreign affairs and overseas Chinese affairs; assist the departments concerned to draft the policy, laws and regulations of provincial policy, laws and regulations of overseas Chinese affairs; check the implementation of external policies, the policies of overseas Chinese affairs, laws and regulations concerning foreign affairs in the provincial departments and units concerned; coordinate the provincial important events and activities concerning foreign affairs; administer and assist the handling of the provincial important affairs concerning foreign nationals.

         3. Examine and verity the document of foreign affairs reported to the Provincial Party Committee and the Provincial Government for examination and approval; undertake concrete report matters of the leader¡¯s leaving the country for a visit from provincial Party Committee, Provincial People¡¯s Congress and Provincial People¡¯s Political Consultative Conference and inviting foreign vice-governors or vice-ministers from the Central Government to come for a visit; examine and approve the related matters of county¡¯s cadres¡¯ going abroad on business and inviting foreign relevant personnel to come for a visit within the authorization from the Central Government; check and verify the related matters of provincial department¡¯s personnel¡¯s going abroad on business and inviting foreign relevant personnel to come for a visit and report to the leader in charge of foreign affairs for examination and approval; produce written documents of going abroad for those personnel mentioned above; transact passports and visas for provincial personnel going abroad on business and notice of visas for the invited foreign personnel

Organize and receive the guests visiting Guizhou from the Central Government, the Party¡¯s Central committee and important foreign guests, and the diplomatic personnel coming to Guizhou on business from the foreign organs stationed in china; unifiedly arrange foreign affairs activities for the leaders of Provincial Party Committee, Provincial People¡¯s Congress, Provincial Government and Provincial People¡¯s political Consultative Conference.

         6. Manage external exchanges of friendly cities between foreign countries and the province and friendly provinces or prefectures (counties) between other provinces and Guizhou province; handle report procedures of forming friendly cities with foreign countries and other provinces; assist the related department to manage external affairs business and matters concerning foreign affairs or foreign nationals in the provincial ports; develop the liaison work with overseas Chinese, Chinese with foreign nationalities and their organizations; cooperate with the related departments do conduct the work of introducing funds, technology and talented people from overseas Chinese and Chinese foreign nationalities.

         7. Manage the foreign correspondents coming to interview in Guizhou; guide the related departments to do well the arrangement for foreign correspondents¡¯ interviews.

         8. Guide the related departments to do the management of foreign experts; assist the departments concerned to deal with the important items concerning the management of foreigners.

         9. Carry on education of foreign policies and foreign disciplines to the cadres working in the departments of foreign affairs and overseas Chinese affairs and other personnel concerning foreign affairs or foreign nationals; sum up experiences of exchanges and work in foreign affairs and overseas Chinese affairs; organize the training of policy and business for the cadres in foreign affairs and overseas Chinese affairs.

         10. Cooperate with and assist the departments concerned to do well external propaganda and education of mass foreign affairs; provide the provincial departments with propaganda materials on international situation, foreign policy, important international issues and lines of action or statement according to the documents and materials from the Central Party Committee, state council and the responsible departments; assist the departments concerned to examine and verify important reports and manuscripts concerning foreign affairs.

         11. carry out the regulations for Personnel Concerning Foreign Affairs and Foreign Nationals; cooperate with the departments of discipline inspection , supervision and secret-maintenance to check the implementation of the disciplines of foreign affairs and security system; timely offer opinions and suggestions to handle violation of foreign affairs disciplines.

         12. carry on the work of provincial returned overseas Chinese and relatives of overseas Chinese; cooperate the departments concerned to do well the personnel arrangement of the representatives form returned overseas Chinese and relatives of overseas Chinese; protect the just rights and interests of overseas Chinese, returned overseas Chinese and the relatives of overseas Chinese; carry on the propaganda of the policy and regulations concerning overseas Chinese affairs; develop the affairs for Taiwan through the work of overseas Chinese affairs.

         13. check, approve and manage the settlement of overseas Chinese¡¯ returning to Guizhou from abroad and the compatriots¡¯ coming Guizhou from Jiangsu Province; cooperate with the departments concerned to do well the work of relieving the poor returned overseas Chinese and the relatives of overseas Chinese; transact the attestation work of identification for the returned overseas Chinese and relatives of overseas Chinese

         14. Transact the reception and service for overseas Chinese, Chinese with foreign nationalities and compatriots from Hongkong and Macao.

         15. Undertake other items handed over by the Provincial Party Committee, the Provincial Government , Ministry of Foreign Affairs, International Liaison Department of the Central Committee of the CPC, Foreign Affairs Office of the State Council, Office of Overseas Chinese affairs of the State Council and Chinese People¡¯s Association for Friendship with Foreign Countries..
